An article from 2018:

“[Joe Looney] the founder of Rare Pepe Wallet, watched as pandemonium erupted over a collectible Homer Simpson Pepe meme being auctioned for $38,000 at the Rare Digital Art Festival. Few people could have seen Pepe The Frog memes being sold for five digits, but for Looney, this evolution made sense.
Pepe the Frog has been a mainstay character of internet meme culture for nearly a decade. An unprecedented timeline for a meme, the evolution of Pepe has now evolved into a series of collectible Rare Pepes, which have been lauded for being at the forefront of rare digital art.
Rare Pepes aren’t just dank memes, but Fine Art Memes. While all of them roughly include Pepe The Frog, they feature intricate interpretations of other popular art, cultural icons, or landmark events, giving them a sense of rarity as much as any other work of art. Although a relatively new concept to the mainstream art world, the price tag associated with these collectibles has started to turn some heads.

Talk to me about the origin of Rare Pepe. Why did you start this?
So, I didn’t start the project. It actually started in the Counterparty Telegram. Somebody just came in, posted the Rare Pepe, the very first one, the Satoshi Nakamoto Pepe, and said, “I have sell orders on the decks. These might be worth millions of dollars one day.”
Everyone that was in that chat was like, ‘oh that’s awesome, I want to go buy in on the decks.’
They were selling for like ten dollars a piece and it just rolled from there. We all kind of just wanted to start making our own and then we realized quickly that things could get out of hand real fast. I had just finished another project that was a Counterparty web wallet, so I just saw it as an opportunity. These things are cool. Let’s make a wallet where you can actually see them as cards. Make the UI nice so you can see the individual markets for each card, and then it kind of just grew from there.”
