People are scared and angry.

A task force has been set up to protect everyone.

The DPF (Dimensional Protection Force) has placed detectors and fences everywhere.

Their last line of defense are huge Tesla coils.

When the lightning from these coils hits Observer, he is blinded and his illusions disappear.

The world has changed overnight.

Fear, anger, closed doors, detectors, lockdowns and false protection.

Observer can go everywhere he wants in the blink of an eye.

Fences don't stop him and the Tesla coils are only annoying and can not be placed at every location.

But when he sees the fences and the signs, he stays away. He respects their wishes.

All he wanted to do was help.

A tribunal has been assigned to judge Observer.

They call to him to stand trial and face the people.

He has decided to grant this wish.
