Their brain have to be visible for it to see and copy someone's else appearance, like if the brain itself had "eyes". This particular being seemed to have snuck into our HQ and past the security perimeter using his shapeshifting abilities. Multiple visitors and some of our agents spotted strange new demons around the area and were kind enough to provide drawings with their reports.
