Each ship is assigned to a city, and that city provides everything the ship needs to operate: crew, resources, repairs, and supplies.
The city acts as the ship’s anchor point, determining its ability to sail, fight, or trade. Without an active city behind it, a ship cannot sustain open-sea warfare or maintain efficient trade routes.
The fleet is therefore a direct extension of the city’s economy and strategic decisions. Ships reflect the strength, organization, and choices of the city that supports them.
