Charles “Lucky” Luciano (1897-1962 AD) was an Italian-born gangster who operated mainly in the United States. He started his criminal career in the Five Points gang and was instrumental in the development of the National Crime Syndicate. Luciano was responsible for the death of the capo di tutti i capi, boss of all bosses, Salvatore Maranzano. He then replaced this position with a newly formed Commission of his own creation which became a ruling committee that governed the Mafia. The Commission, formed by Luciano, consisted of the Five Families of New York City, the Chicago Outfit, and the Buffalo Crime Family.
