This is a story about a race of the Ancestors, who seeded this planet with humans in hope of creating a society worthy of entry to Galactic Community.
It is forbidden to simply create a colony, because in this case a single civilization can swiftly colonize each habitable planet, leaving no space for the future. But each civilization can create a children civilization in an indirect way at limited number of kindergarden worlds.
