Governor General Rooseboom and Head of the Ministry of Education, Religion and Crafts Mr. Abendanon, ordered all Regents in Java and Madura to build schools for local children (indigenous children) in their respective areas of authority. However, the number of students allowed to study in each school, outside the aristocratic and noble circles, were still limited.
